Biographies

Gontran de Quillacq

Gontran de Quillacq, Ph.D., Alternative Investment/ Expert Witness

has over 20 years of quantitative investment experience. A leading arbitrager and proprietary trader, he spearheaded the distribution of quantitative investment research through access derivatives and structured notes, opening the domain of portable alphas. His career in research and portfolio management gave him an experience, ranging from cash equities & deltaone to exotic options, at top-tier firms like Societe Generale, Lehman Brothers, Tykhe Capital, Nomura and HSBC, both in London and on Wall Street. After consulting for the world’s leading hedge funds on due diligence of investment strategies and portfolio managers for several years, he raised $300m of capital and brought a quantitative strategy to market in 2017. He is also an expert witness and legal consultant.

Mr. de Quillacq is an alumnus of the Ecole Normale Supérieure de Lyon in theoretical physics, obtained his doctoral degree in electrical engineering at Sup’Elec and became in 1995 an alumnus of HEC Paris (MBA, Finance). He was an international fellow in atomic physics at the Stanford Research Institute and a visiting scholar in differential algebra at UC Berkeley. Mr. de Quillacq served as an army officer during the first Gulf war.

Kathleen H. Moriarty, Partner, Chapman & Cutler LLP

Kathleen Moriarty is a partner in Chapman‘s Corporate and Securities Department and a member of the firm’s Investment Management Group. She has extensive experience representing investment companies with the creation, structuring, and development of new exchange-traded products (ETPs) and was actively involved in the development of SPDRs, the first US exchange-traded fund (ETF) as well as many other ETFs. Kathleen represents a wide variety of market participants in connection with ETPs as well as commodity-backed derivative securities and non-investment company exchange traded vehicles, such as the US ETFS precious metals trusts. She also advises index providers licensing their financial products to ETPs.

In addition, Kathleen represents US and foreign entities that are developing businesses involved in the virtual currency and blockchain spaces. She also consults with virtual currency businesses, especially with regard to securities law issues. In addition, she advises funds investing in blockchain companies and virtual currencies directly, as well as entities using the blockchain to underpin a variety of uses, such as clearing securities, constructing identification systems for stateless children and establishing repositories for legal data.

Kathleen is regularly quoted in the media about issues relating to ETPs, financial indexes, blockchain, bitcoin, and other virtual currency related matters. She is a frequent speaker at industry conferences and webinars and has published articles on these topics.
